It depends on your needs.
Windows Vista doesn't really need a video card to run -- but to use the Aero interface well you'll need at least a low end card (e.g 9400 GT, Radeon 3850). You can find these cards for around $40-50.
Assuming you want to play games, but have a low budget, the 9600 GT may be an option. Anything above the $100-150 mark is suitable for gaming.
